You are right Carpman, at least on the point that it is illegal in trout waters. If the body of water is not considered a trout water ( stocked by the state of RI) then it is legal to chum and/or use corn..unless there are special restrictions like drinking water res. or what not as well.
The part about killing the trout is highly disputed on both sides and no clear answer has been found. Corn is not really digested by anything. We chew it up and pass it through but we never really digest it, just as carp who use the molars in their throats to chew it and pass it. Trout on the other hand do not have molars...but as I said there is no clear evidence that they do not simply pass it.
I have seen posts, or heard many comments lately that corn is illegal. It is in some areas but in most it is legal...People need to read the local rules or even call the Ep's to get a clarification. They are friendly people and will willingly answer your rule based questions, I know since I have called them many times in preparation of hosting certain events. Please stop the rumor mills, educate yourselves.
